State Admin Login

The state admin is the highest authority in the league of users of RTE MIS. They perform multiple functions to execute a RTE admissions campaign in their state. These functions, along with their workflows, are detailed out in the following section.

State admin dashboard

The landing page of the state admin’s login is the dashboard that displays state specific updates for the state user, like – status of each task, district and block wise status of applications. Insights from the dashboard helps the state user keep track of the campaign.

Creation of users for districts and blocks:

District user creation

The state admin is directly responsible for creation of district users – district admins. The state admin will create a user account for the district admins and send them notification on their email and mobile number for verification. The district admins will be created for the districts present in the list of districts – being displayed through the district table in the database.

The existing district admin details are editable from the frontend with a simple click. 

Validation through OTP service

The user email and phone number is verified through OTP. The user should be accessible to the state admin for them to provide the OTP, as it remains valid for 2 mins.

Block user creation

Creation of block user – block admin is not a direct function of the state admin, the responsibility lies with the district user. The State admins have the permission to create the block admins in case there is a requirement through their account.

Setting up RTE admissions cycles:

The state user – state admin can set up the campaign by creating multiple events on the platform that will get triggered as scheduled. They can modify an existing cycle or add another one for the state as per their administrative process and requirements.

While creating an academic event, the state user can only select the current year. The events can be selected from a list that is displayed from the database. The available events are – 1. School registration, 2.  School Renewal, 3. School registration – Renewal verifications,4.  School Mapping, 5. Student Application, 6. Student Application Verification, 7.  Lottery, 8. Post lottery admission in school, 9. Student tracking, 10. Reimbursement claim.

Adding location levels for the state

The state user can add location in bulk through upload or create location from the platform itself. <click>

Configuration of reimbursements

The state users are responsible for setting up the reimbursement process with details that define the process. This configuration sets up the reimbursement process for all schools in the state. 

The state admin is also allowed to change or modify the configuration done for reimbursements.

Setting up reimbursement fees structure for schools

The state user will set up the reimbursement fee structure for all schools, under different board and education levels. Once the fee structure is set is applied to all schools. Only the state admin will be able to make any amends in the structure later.

Mapping of schools with the location

The state admin can manually perform schools mapping with a location – district, block, area type etc. on the platform. This function prepares location wise schools list which is further reflected in the application for the student/parents for school selection.

Keeping check on schools activity statuses

The state admin can see all schools their activities and the status of different action items – reimbursement claims raised by the school, review of schools registration, etc.

Keeping check on students registration verification status

The state admin can see all students in their state along with the status of their application verification. This function is important for the state to keep track of inflowing applications and the number of applications eligible to pass through the lottery.

Monitoring campaign through reports

The Reports section gives access to many reports that the state admin will use to monitor the progress of the campaign and status of individual registration. 

Lottery Report

The report gives access to the lottery results of all student applicants. 

Students Admissions Report

The students admissions report gives a snapshot of numbers of school admissions post lottery – district, block and school wise. The user can drill down the report as per administrative levels. 

School information report

The schools information report gives a snapshot of the registered schools, school category wise.

School registration report

The school registration report gives a snapshot of registration status of all schools by approving authority.

School mapping report

The school mapping report enables the state users to view the school mapping with its location, by applying UDISE and location filter.
